If a municipality has voted to add fluoride to the public water system they would then need to vote “no” on fluoride being used in the public water system to discontinue adding fluoride.

Single-municipality water systems

If the public water system of a city, town, or village water district only serves one municipality, then the minimum number of signatures is “10 percent of the registered voters”.

If the public water system of a city, town, or village water district serves more than one municipality, then the minimum number of signatures is “the aggregate of 10 percent of the registered voters in all of the” municipalities served by the public water system.
